Emy Tseng is currently a Program Officer with BTOP - a $4.7 Billion grants program to further broadband deployment and adoption in unserved and underserved communities in the U.S.  Her focus is Public Computing Centers and Sustainable Broadband Adoption.

She was formerly the Project Director of the San Francisco Digital Inclusion Programs - a citywide initiative to promote broadband adoption and digital literacy in the City’s underserved communities.  Previously, Emy was the Senior Policy Advisor at Zerodivide.org (formerly Community Technology Foundation of California) and a Program Associate at the Ford Foundation on communications policy.  She has advised and consulted for public interest organizations including Consumers Union and NYCwireless.

At  MIT, she conducted research on broadband policy, municipal networking and fiber to the home.  She previously worked for eleven years in the software industry as an engineer, project manager and software architect.  Emy has a Masters of Science degree in Technology and Policy Program from MIT, and a Bachelor of Science degree in Math/Physics from Brown University.
